Request for Qualifications and Confidential Bid Proposals – Wastewater System
The Village of St. Joseph is soliciting sealed Statements of Qualifications (RFQ) and Confidential Bid Proposals (RFP) from qualified utility companies interested in the purchase and operation of the Village’s Wastewater System.
Submissions will be accepted until 2:00 PM (CST) on February 6th, 2026, and must be addressed to:

All sealed packages must be clearly labeled:

The Village reserves full discretion to reject any or all submissions, waive irregularities, or discontinue the potential sale if deemed in the Village’s best interest. Final selection will occur at a public meeting of the Village Board of Trustees and is subject to successful negotiation of required agreements and approval by the Illinois Commerce Commission under the Small Systems Viability Act (220 ILCS 5/9-210.5).
